September 12, 2023 The Honorable Kevin McCarthy Speaker U.S. House of Representatives Washington, D.C. 205154 Re: U.S. must continue both military and humanitarian aid to Ukraine Dear Mr. Speaker: Ukraine’s efforts to expel the unprovoked Russian invaders is at a critical juncture. While their counteroffensive has made slower progress than many had hoped, the Ukrainians have the advantage, are pressing the offensive, and are resolute in emerging victorious. Continued U.S. and NATO aid can and will be the difference in whether or not the world stops Putin’s dangerous aggression and genocide against a sovereign and peaceful nation and its people. Now is not the time to allow partisan politics to get in the way of supporting an ally that is fighting for freedom, as well as their own existence. Ukrainians need our help. They need both military and non-lethal aid, and they needed it yesterday. Ukraine’s victory in the war is a strategic American interest. Our economic prosperity at home is linked to Europe, and European prosperity depends on stability and security on the continent. American prosperity also depends on the respect of sovereign borders, the freedom of navigation on the high seas, and the credibility of international agreements. Russia has challenged each one of these pillars of American power. Make no mistake, the Chinese leaders are watching to see if we are serious about defending ourselves and our vital partners. The consequences if we fail to support Ukraine will be dire and far-reaching. While some critics have suggested that the U.S. should not send additional aid until other European countries step up their involvement, the facts tell a different story. Data shows the United States ranks eleventh in total aid to Ukraine when looking a percentage of each donor country’s gross domestic product (GDP). Having spent a fraction of the annual U.S. military budget in security assistance, Ukraine managed to cut Putin’s combat capacity in half, which U.S. Senator Lindsey Graham (R-SC) highlighted at a recent press conference in Kyiv. That is a significant and historic return on investment when it comes to our own national security and interests, and the investment in protections against the threats posed by Putin and Russia against (NATO) members. As Senate Republican Leader Mitch McConnell (R-KY) rightfully said in a recent interview, “It’s certainly not the time to go wobbly. Now, with Ukraine bravely defending its sovereignty and eroding Russia’s capacity to threaten NATO, it is not the time to ease up … Helping Ukraine retake its territory means weakening one of America’s biggest strategic adversaries without firing a shot.” In his 1985 State of the Union address, President Ronald Reagan articulated what became known as the “Reagan Doctrine.” Where he warned against passivity when liberty was under attack and pleaded that “we must not break faith with those who are risking their lives … to defy Soviet-supported aggression and secure rights which have been ours from birth.” Reagan’s doctrine worked against the Soviets in Afghanistan, which forced the Kremlin to admit defeat and withdraw. In the spirit of President Reagan and proven American policy, we can do it again and help defeat Putin without putting American soldiers in harm’s way.
